South Koreans are voting in a presidential election, called early after a huge corruption scandal brought down their former leader.

Liberal Moon Jae-in is the clear front-runner with centrist Ahn Cheol-soo his nearest challenger.

The election is being closely watched at a time of economic uncertainty and heightened tensions with North Korea.

Mr Moon wants to increase contact with the North in contrast to ex-leader Park Geun-hye who cut almost all ties.

Observers are expecting a high turnout at the ballot boxes, with numbers boosted by younger voters, as South Koreans choose from 13 candidates.

Polls close at 2000 local time (1100 GMT), with the winner expected to be announced soon after.

All the candidates are promising to protect the fragile recovery in South Korea’s economy – the fourth largest in Asia – and to bring down youth unemployment, which remains stubbornly high.

There are also promises to rein in perceptions of elitism in South Korean political society and reform the family-run conglomerates – chaebols – which dominate the domestic economy.

But heightened tensions on the Korean peninsula in recent weeks have also made the perennial concern of domestic security a key election concern.

Mr Moon, of the Democratic Party of Korea, has advocated greater dialogue with the North while maintaining pressure and sanctions.

He has been critical of the two previous conservative administrations for failing to stop North Korea’s weapons development.

Both he and Mr Ahn have urged US President Donald Trump to cool his rhetoric towards the North after his administration suggested it could take military action over Pyongyang’s weapons programme.

Conservative candidate Hong Joon-pyo of the Liberty Korea Party however has attacked Mr Moon’s approach, saying on Thursday morning that the election was a “war of regime choices”.

Turnout seems to have been high. More than half of the country’s voters had cast their vote by 13:00 local time, the half-way stage of election day.

South Korea has been energised by a string of events from the confrontation between Washington and Pyongyang over North Korean nuclear weapons to the ousting of the previous president over allegations of corruption.

In Western democracies, there have been hints of disillusion with politics and politicians but that hasn’t been on display here.

This election has been refreshing in that security at rallies has been lower key than those in the United States, in particular, and in some countries in Europe.

At times, the front-runner, Moon Jae-in, has been in danger of being pulled off the stage by people tugging his hand.

North Korea state media said it favoured a return to an earlier era of communication and co-operation known as the Sunshine policy, seen as an endorsement of Mr Moon who was part of the previous South Korean government which promoted that policy.

Candidates are also promising a break from the past as symbolised by the deeply unpopular Ms Park.

Mr Moon, has called for an “overwhelming victory” as it would help to heal a national divide caused by her impeachment.

“I feel that not only my party and myself but also the people have been more desperate for a change of government,” he told reporters on Tuesday morning after he cast his vote.

In March, Park Geun-hye became the first South Korean president to be removed from power by impeachment.

She denies wrongdoing – although she has repeatedly apologised – and is standing trial on charges of bribery and abuse of power.

Mr Moon narrowly lost to Ms Park in the last presidential election in 2012.

Mr Ahn had also run for the job but dropped out to endorse Mr Moon in an attempt to consolidate votes against Ms Park. He has now positioned himself as an alternative to Mr Moon, promising to be tougher on national security.

“The time for Ahn Cheol-soo is here and the time for Moon Jae-in is slipping away,” he declared in his campaign.

Family of the late Upper East Regional Chairman of the New Patriotic Party (NPP), Adams Mahama, says they find it very difficult to believe why President Nana Addo Dankwa Akufo-Addo failed to recognize them when appointing a minister for the region.

In the view of the family, having worked so tirelessly for the party to win political power, even at the time that they were mourning the gruesome murder of their late brother, the least they were expecting from the President was recognition in the appointment of a minister for the region.

According to the family, much as the position of regional minister was reserved for regional party chairman, they were full of hope that the appointment of the Upper East Regional Minister will come their way or at best be consulted before making such appointment since their late brother was until his demise was the Regional Chairman of the elephant family.

“We thought that if the President will appoint anybody in the region as Regional Minister, he will first consider the late Adams Mahama family since we also contributed immensely in bringing the NPP to power. During the time that Adams Mahama was acid bathed, it was a campaign year but our family continued to work for the NPP.”

“Having done all these and brought the party to power, if nothing at all, we can count one or two regional chairmen who have been appointed Regional Ministers. A typical example is the Greater Accra Regional Minister who was the regional party chairman of the NPP. So, we had high hopes that because of the contributions we also made, by now the President and his elders would have considered our family too because it was through the party that our brother, Adams Mahama, died. He died in the line of duty,” noted the family.

Spokesperson for the family, Muazu Issaka, who made this revelation in an interaction with Fiifi Banson on Kasapa 102.5 FM, Tuesday, May 9, 2017, said the youth in Bolgatanga were not even in support of the appointment of Mr. Bukari Rockson as the Upper East Regional Minister but Nuhu Mahama, the senior brother of the late Adams Mahama had to intervene to calm nerves down.

Surprisingly, Mr. Bukari Rockson has failed to recognize the support the family gave him and even turned his back at them with the recent arrest of Nuhu Mahama being an example.

What is more worrying, he noted, is the pronouncement of Bugri Naabu alleging that Mr. Bukari Rockson has a hand in the death of their late brother.

“We are appealing to the President to critically re-examine his appointment in the region. Failure to do so will irk the patience of the family to do something that will dent the image of the NPP. If we say somebody has patience, it is so because he or she will be expecting something. But if your patience runs out because what you are expecting is not forthcoming, you will do something which will not be good,” he noted.

Leaks/ 40 ‘Convicts’ Built Household Toilets by hammy(f) : 5:06 am On May 10

Forty (40) out of Forty-Three (43) landlords  who were convicted to  various fines for flouting sanitation laws in the Sissala East District of the Upper West region have constructed household toilets one of the conditions for their mild punishment.

The landlords were found to have failed to put up household toilets forcing their tenants to ease themselves in the open despite warnings by Sissala East District Environmental Health Director.

Mr. Ebenezer Tankuur told Tumu-based Radford Fm that all 43 were hauled before a court for failure to build household latrines last year (2016) but 40 have since complied after their fines with the remainder having their structures at various levels of completion.

“The others haven’t completed constructing theirs though but  they have attempted building”, he revealed

 Mr Ebenezer however added, his unit will intensify monitoring to ensure all landlords in Tumu construct latrines as the district fights to eliminate open defecation.

Meanwhile, a community led water sanitation programme is being rolled out to make sure some communities in the Sissala East District achieve the open defecation free target.

Kapong Jan and Wahubu communities have benefited from the programme where almost every household now has its own latrine.

“ Banu is the next community earmarked for open defecation free” Mr. Ebenezer Tankuur mentioned.

The Sissala East has struggled to control open defecation forcing the TUMU Kuoró and the District Assembly to resort to litigation as a strategy to fight the practice which make the district prone to filth related diseases.

 The recently released CDD/UNICEF survey marked the area’s performance unsatisfactory in open defecation.

Accra, May 9, GNA – Massimiliano Colasuonno Taricone, the Honorary Consul of Ghana to Italy played an instrumental role in the Italian Football Federation (IFF) decision to overturn Sulley Muntari’s one match ban after his racism probe.

The Ghanaian international was handed a match ban after protesting racial chants against him and walked off the pitch when his side, Pescara travelled to take on Cagliari Calcio in a Serie A encounter last week.

Muntari had a meeting with the Consul, after his ban attracted international attention where the Italian pledged his full support for the former Milan man.

His Excellency Massiliano Colasuonno Taricone therefore urged the IFF to quash the decision to ban Muntari, who is apparently the victim.

The IFF respectfully complied and rescinded the decision to ban Muntari, making him eligible for Pescara’s next fixture.

H.E Taricone informed the press in an interview that although it was his duty to help Muntari, he was privileged to have done that and lauded Muntari’s effort to fighting against racism.

‘I deem it as a privilege more than a duty, and I would like to thank the Association for listening to the public outcry in our quest to right this wrong.

According to the screen goddess, she hates being called a ‘Kumawood’ actress instead of a Ghanaian actress.

Speaking about her new movie, ‘Adanfo Bone’ on a Kumasi based Sika FM, the beautiful actress was bitterly disappointed with one panel member in the studio who referred to Emelia Brobbey as ‘Kumawood’ actress.

Explaining the genesis of the word ‘Kumawood’, the mother of two sons emphasized that ‘Kumawood’ is not for actors but for a prestigious company which is noted for organising awards festival for Akan movie actors based in Kumasi.

“When you were talking, you mentioned the word Kumawood, I was looking at you critically but if I wasn’t on radio I would have frown. I hate that name Kumawood. Kumawood isn’t for actors, it’s somebody’s company name… someone who has organised awards, his company’s name is the Kumawood and Akoben Awards so it isn’t a brand name for actors from Kumasi. We’ve Ghana Actors Guild which most actors and actresses in Ghana are members, so I don’t get this brand ‘Kumawood’. I think automatically people are dividing the actors,” she noted.
The award winning actress seems to have the thought that once an actor or actress is called a Kumawood star then he or she has been underrated.

She noted that an actor or actress who is known for Akan movies should be called Ghanaian Movie Star.

“I don’t believe in that name Kumawood because it pisses me off. Once we’ve a group recognised by Government (Ghana Actors Guild) stop branding us with other names.”

Emelia Brobbey premiered her latest movie ‘Adanfo Bone’ last Saturday, May 6 at Miklin Hotel in Kumasi. The movie featured most of the known Movie stars like Bill Asamoah, Bishop Bernard Nyarko, Kwadwo Nkansah Lil Win, Nana Ama McBrown, Akrobeto, Akyere Bruwaa and many others.
She noted the rapid increase in foreign Telenovelas being shown on most Television stations across the country as the worst to have crippled the movie industry, rendering most of the Ghanaian Film makers jobless and incapacitated.

“I produced a movie in January 2017 and because production has totally gone down I wasn’t able to come out with another movie until now in May, so how can I eat since market is low. I pray to God that those soap operas will be curtailed so we can have our jobs back,” Emelia said.

Ghanaian midfielder Kwadwo Asamoah was again an unused substitute for Juventus in their 2-1 victory over Monaco in the second leg of the UEFA Champions League semi finals at the Juventus Arena on Tuesday. 

Monaco dominated in the opening exchanges as they went in search of getting back into the tie after losing the first leg 2-0 at the Stade Louis II a fortnight ago.

The Bianconeri quickly got into their stride and took the game to the visitors but squandered all the chances that came their way, with Higuain and Mandzukic being the chief culprits.

However, Mandzukic redeemed himself by breaking the deadlock in the 33rd minute when he fired the rebound into the roof of the net after goalkeeper Danijel Subasic had saved his initial effort.

Brazilian defender Dani Alves doubled Juventus lead in the 45th minute with a technically crafted half volley.

Teenage sensation Kylian Mbappe pulled a goal back for Monaco in the 69th minute after a good work by Bernardo Silva on the byline.

Asamoah again spent the entire duration of the game on substitute bench just like last week at the Stade Louis II.

A release issued and signed by the Minority Leader Haruna Iddrisu disclosed that the altercations between them leading to serious revelations must be dealt with through thorough investigations   to redeem the president’s image as a human right advocate and anti-corruption crusader.

“What is most disturbing is that under the watch of President Akufo Addo who claims to be a champion of human rights and an anti-corruption crusader, these things is happening without any concrete action from him. As matters stand now, the Minority stands vindicated for its earlier opposition to the appointment of Otiko Djaba as a Minister of State”

TATEMENT BY THE NDC MINORITY IN PARLIAMENT.
TAKE ACTION AGAINST BUGRI NAABU AND OTIKO DJABA NOW MR PRESIDENT

For Immediate Release 9TH MAY 2017

The NDC Minority in Parliament has noted with grave concern recent accusations among some Ministers of State and the New Patriotic Party Big Wigs. It will be recalled that about a week ago the Northern Regional Chairman of the NPP, Mr Daniel Bugri Naabu led a group of hoodlums to disrupt a meeting organised by the Minister of Gender and Social Protection, Madam Afisa Otiko Djaba at the Modern City Hotel in Tamale. This resulted in altercations between the two on various media platforms. This worrying situation does not only have internal NPP Party ramifications but also far reaching negative consequences for the peace, stability and good governance of our dear country. 
In the verbal assault on each other in the media, Madam Otiko Djaba accused Mr Naabu of running a regime of political thuggery in the Northern Region which he uses to brutally suppress dissent against his dictatorial leadership style.
Madam Otiko further accused Mr Naabu of bribery in which he allegedly collected goats, sheep and cows among others from NPP members seeking high public office positions such as District Chief Executive positions.
In a rebuttal, Mr Naabu accused the Minister for Gender and Social Protection and two others of complicity in the murder of Alhaji Mahama Adams, former Upper East Regional Chairman of the NPP.
The two are Mr Rockson Bukari, current Upper East Regional Minister and the newly appointed Builsa District Chief Executive. Mr Naabu had alleged that the three had had series of secret meetings at which the plot to murder Mr Adams, the Upper East Regional Chairman was hatched.
We in the Minority consider these developments as a grave concern as they pose a veritable threat to our democracy and good governance.
Ghana is a country of laws where the fundamental human rights and freedoms are enshrined in the 1992 Constitution and therefore expected to be enforced in ways prescribed by the law i.e. through the known and recognised institutions such as the courts. As we speak, two people are standing trial for their alleged complicity in the murder of Alhaji Adams. This allegation by the Northern Regional NPP Chairman Mr Naabu that the three were not only involved in the murder but were responsible is crucial to the determination of the matter currently pending before the court. 
Mr Naabu’s allegations have widespread implications for the delivery of justice in the matter of the murder of the Upper East Regional Chairman.
In any true democratic system, Mr Naabu’s pronouncement should have elicited immediate action from state actors especially the Ghana Police and President Akufo Addo.
As a government that is enjoined to uphold the rule of law and the fundamental human rights of the people, this loud silence from the state actors particularly the President is not only shocking but a betrayal of the people on whose shoulders he rode to power.
We in the Minority are calling for an immediate invitation from the Police to Mr Naabu to assist the Police with his evidence in respect of the murder of the Upper East Regional Chairman. Similarly we call the Police and the President to act on the serious bribery allegation made by Madam Otiko Djaba, Minister for Gender and Social Protection against Mr Naabu, the Northern Regional Chairman. We are by this asking that they invite all those whose names have been mentioned in connection with the scandal. 
What is most disturbing is that under the watch of President Akufo Addo who claims to be a champion of human rights and an anti-corruption crusader, these things are happening without any concrete action from him.
As matters stand now, the Minority stands vindicated for its earlier opposition to the appointment of Otiko Djaba as a Minister of State.
We demand an action from the President now else his inaction will confirm the view in the public domain that this is a double standard and substandard government.

The Minister of Gender, Children and Social Protection Otiko Afisa Djaba has rendered an apology to President Akufo-Addo but the National Women Organizer for main opposition National Democratic Congress (NDC) Hajia Zenab Mahama said the Gender Minister’s apology to the President is not enough. According to her, the Minister should have also apologized to all women in the country since she heads a ministry that deals with women.

The Gender Minister on Tuesday was reported to have apologized to the President over some comments she made publicly about her party northern regional chairman Daniel Bugri Naabu, after she heeded calls from some party bigwigs. This was after the NPP regional Chairman led some women to violently disrupt a meeting being held by Minister of Gender, Children and Social Protection, Otiko Afisa Djaba. Mr Naabu stormed the meeting and scuttled it in protest to Ms Djaba’s failure to have informed the regional executives of the party about the meeting, which resulted in the two leading figures exchanging unpleasant words.

However the National Women Organizer of NDC said the apology by the Gender minister should have included all women as well. She noted that her counterpart should have exercised a little restraint and not go overboard to say the things she said. “She is a mother to women now and not every provocation she should respond to, no matter what she should have remembered that she is representing all women in this country so I think she should also apologize to them”

Hajia Zenab Mahama also reminded the minister that not everything that people will say that she should react to, adding that in the face of provocation; she should control her temper.

Meanwhile, the NDC National Women Organizer disagreed with calls that the Gender minister be removed from post, saying she should rather be cautioned since this is her first time.

She also called on the clergy to bring the northern regional chairman of the ruling NPP to order.

I suspect he had a bet with his wife and lost and he had to honour the agreement by going bald–Well, I am not certain about that yet, just my own random thoughts.

An evangelical Nicaraguan pastor and four followers have been sentenced to 30 years for burning a woman to death in a so-called exorcism ritual.

Vilma Trujillo, 25, died in February after being tied up and thrown on a fire.

The group had denied killing her and said she was possessed by the devil.

“The suffering that Trujillo was subjected to is something no human being should go through,” said judge Alfredo Silva.

Pastor Juan Rocha, 23, plus his siblings Tomasa and Pedro Rocha, and Franklin Jarquin and Esneyda Orozco, were convicted of murder.

All but Orozco also received six years for illegal detention, although the judge capped the jail time to 30 years, according to local media.

“They killed my wife, the mother of my two little ones. Now what am I going to tell them?” said the victim’s husband, Reynaldo Peralta Rodriguez, just after her death.

Trujillo, from the rural north-west village of El Cortezal, died after a week in hospital, where she was taken to treat burns on 80% of her body.

None of the men showed any reaction as the sentences were read out, according to AFP news agency.

Women’s rights groups have claimed the case is an example of fanaticism and misogyny.

The cost of medical care in Ghana will remain high until the government eschews late payments of National Health Insurance Scheme (NHIS) claims to service providers.

The Chief Executive Officer (CEO) of Chamber Pharmacy, Mr. Anthony Ameka explains that the late payment of claims is contributing to the high cost of healthcare in the country absolving members of the chamber from blame.

“Compare Ghana to other West African countries the cost of medical care is higher due to late payments of claims”, he revealed.

According to him, currency fluctuations and interest rate between 30 to 36% are among other factors affecting their operational activities compelling them to increase cost of services.

“The government in reimbursing the service providers do not factor in all these factors so at the end of the day, we have to pass the cost on to patients which makes the cost of medication quite high and I think this is not auguring well for us as a country”, he bemoaned.

He stated the one month arrears recently paid service providers is insignificant to ensure sustainability of the Scheme pleading that funds be released immediately for quality healthcare.

“After engaging government on several platforms promising to pay substantial amount of money we are expecting that government should have done at least six months”

“The government owes the people social responsibility in accessing quality healthcare. I do not think the government wants to collapse the NHIS but what are we seeing now?  Do we have quality healthcare in Ghana now” he asked.

The Chamber of Pharmacy, suppliers of drugs to National Health Insurance Scheme (NHIS) subscribers last month declared a ‘cash and carry’ system  due to nonpayment of money owed them by  government since April last year.

The Chief Executive Officer of the Chamber of Pharmacy Ghana, Anthony K Ameka, said pharmacies who take NHIS cards have no money and are unable to purchase drugs from suppliers anymore.

He said although they are willing to provide effective healthcare services government is not helping considering the accumulated amount in arrears.

Mr. Amaka indicated that government is the major beneficiary of services provided by these pharmacies and nonpayment of supplied medicines on time makes their work very difficult.

According to him, they are been pressured by producers to make payments but have no money to do that.

“We are overwhelmed by the situation. For a whole year we have not had payment for services rendered and this is gradually crippling our business. Importing medicines these days is very difficult and each time we import, we are expected to pay within 45 days but government does not also pay within that stipulated period. Some of the companies are folding up because government is not settling its indebtedness and owners have to contract loans at a high interest. Foreign companies are now taking over  most of the companies in Ghana  because the locals are unable to overcome some of these challenges”, he observed.

The 22-year-old has left the team’s camp without the consent of the club.

It’s unclear what might have precipitated the latest decision though officials have been tight-lipped on the issue.

The former Ghana Under-20 goalkeeper joined the Mauve and Yellows on a three-year deal in January this year.

He became the club’ first-choice at the start of the season until he was knocked back by a shoulder injury.

But second-choice goalkeeper Yaw Ansah Fufuro has stepped up in his absence, excelling heavily in the last four games.

Madrid, Spain, hosted the 105th meeting of the Executive Council of the World Tourism Organization (UNWTO) between 11 and 12 May. The Meeting focused on current trends and challenges facing the tourism sector and on the three priorities of the Organization – safe, secure and seamless travel; the impact of technology in the tourism sector and sustainability.

The Executive Council, attended by some 250 representatives from 59 countries, focused on these priorities as well as on the UNWTO programme of work for 2018-2019 and the agenda of the International Year of Sustainable Tourism for Development 2017.

The 105th session of the UNWTO Executive Council also recommended Zurab Pololikashvili, from Georgia, as the nominee for the post of Secretary-General for the four-year-period starting January 2018. This recommendation will be submitted to the 22nd UNWTO General Assembly for ratification (11-16 September 2017, Chengu, China).

“We predict that 1.8 billion international tourists will travel across borders by 2030. We must ensure that such growth goes hand-in-hand with sustainability. We must embrace the opportunities created by innovation and new technologies. We must continue to make travel safer, but also more seamless and accessible for all. And we must ensure that our sector serves the planet as well as its people” said UNWTO Secretary-General, Taleb Rifai, opening the meeting.

“UNWTO is a privileged forum where all countries discuss the main challenges facing our sector, share experiences and build common solutions. Tourism is about building bridges” said the Secretary of State of Tourism of Spain, Matilde Asían.

The Chair of the Council, the Minister of Culture and Tourism of Azerbaijan, Abulfas Garayev, recalled the importance of the declaration by the United Nations General Assembly of 2017 as the International Year of Sustainable Tourism for Development “This is a unique opportunity to raise awareness of the contribution of sustainable tourism to development among public and private sector decision makers and the public, while mobilizing all stakeholders to work together in making tourism a catalyst for positive change”, he said.

The 106th and 107th sessions of the UNWTO Executive Council will take place in September 2017 in Chengdu, China in the framework of the 22nd UNWTO General Assembly.

Multiple award singer Bisa Kdei has visited the FOCOS hospital to familiarize himself  with the activities of the facility .

The “Jwe” hit maker interacted with Dr Boachie-Adjei and some of the kids who need surgeries for scoliosis.

“Scoliosis is a medical condition in which a person’s spine has a sideways curve. The curve is usually S or C. The cause of most cases is unknown but believed to genetic and environmental factors.”

Bisa Kdei shared pictures on his timeline with the caption

” I visited the FOCOS hospital to meet with Dr Boachie-Adjei and some of the amazing kids who need surgeries to stand tall again. ”
